Suggestions on draft vending rules invited

SHILLONG: The State Government has sought comments and suggestions on the draft rules related to the Meghalaya Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014.
The State Government on December 19 published the draft rules inviting public comments and suggestions, which will be received till January 10.
The draft rules posted on the Meghalaya government website have been framed to exercise the powers conferred under Section 22 of the Meghalaya Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014.
Besides the official members in the Town Vending Committee (TVC), vendors’ representatives are the non-official members.
The non-official members will include representatives from the Street Vendors Association (three persons) provided one-third should be women to be nominated by the Town Vending Committee chairman.
Other members include two representatives from the local markets association, two from the traders’ association (to be nominated by the Deputy Commissioner who is the local authority), a representative from the local Dorbar wherever applicable and the Chairperson can co-opt any other member as he deems fit.
As per the draft rule, the status paper and the street vending scenario will be placed by the local authority before the Town Vending Committee.
After the procedure details are finalised by the Committee and before it takes up the regular business, the local authority will circulate the status paper of the street vending scenario in the city or town among the TVC members containing the areas of street vending in the city or town indicated in the maps.
The status paper will include the number of street vendors in the city or town where a survey has already been conducted, otherwise indication can be given about the approximate numbers.
Besides, information about high and lean footfall areas and mid-range areas from the street vending angle, the areas of vending, areas declared as no-vending zones, and the likely high footfall places will be assessed.
The state paper will also include a broad category of goods allowed to be sold and as per restriction imposed by the Supreme Court as well as the High Court, the problem areas from the traffic angle, enumeration of the relevant provisions of the Prevention of Food Adulteration Act, 1954, and cleanliness and enforcement drive.
The enumeration of health and hygiene aspect needs to be taken care of by the street vendors as per the status report.
