New Delhi: The second part of Budget session of Parliament beginning from March 9 is likely to witness fierce debates and occasional noisy scenes on several counts as even the ruling BJP is gearing up its members to flag off issues which can be used to corner Opposition parties, especially Congress party, which ruled the country for over six decades since Independence.
According to BJP sources, members like Nishikant Dubey, Kirit Somaiya, Sakshi Maharaj and a few from other NDA allies have been asked to identify issues like the Congress party’s alleged folly in Jammu and Kashmir.
Dubey has already moved a Private Member’s bill in the Lok Sabha, seeking reservation of five seats in the Lower House as well as one in the Rajya Sabha for residents of Gilgit and Pakistan-occupied Kashmir (PoK) regions. “It is time we correct the past mistakes.
State Legislature of Jammu and Kashmir keeps 25 seats vacant for the territory which is under illegal occupation of Pakistan. But no such measure was taken about the Lok Sabha and Rajya Sabha.
Hence I have moved the bill,” Dubey told.
The draft legislation asks for an insertion of ‘new Article’ 370A, after Article 370, in the Constitution of India, to add five Lok Sabha seats and one Rajya Sabha seat. “If Jammu and Kashmir assembly can keep the 25 seats vacant, we should have the similar practice also for Indian Parliament and both Houses.
I am not raising anything unusual,” he said. This will be a “landmark bill”, he said adding that efforts were on to build consensus on the same.
Meanwhile, sources also said that other BJP members also raise issues like attempts to ‘distort’ Indian history and ancient Indian culture in text books.
“The overwhelming influence of ultra left ideologies that often seek to hurt the sentiments of Indians must be done away with in the academics,” a party source said.
The first half of the Budget session ended on February 9. The government has announced that during the second half of the session, it has been decided by members of both the Houses that detailed discussions in Lok Sabha will be held for the demands for grants pertaining to the ministries of Home, Rail, Defence, Coal and Agriculture while the Rajya Sabha will deliberate on the ministries of Information and Broadcasting, Personnel, Rail and the Ministry of MSME.
