Shylla calls for discussion on building rules

SHILLONG: UDP MDC HS Shylla has urged legislators to discuss the contentious issue of the Meghalaya Building Bye laws in the ongoing budget session of the Assembly.
Calling for cooperation between the State government and the KHADC, Shylla on Thursday said the door is open for an appropriate forum and both parties should resolve the matter.
He recalled that a notification issued on January 13, 1989 by the State government extended the jurisdiction of the Meghalaya Town and Country Planning Act [Assam Town and Country Planning Act, 1959 (Assam Act 2 of 1960)] as adapted and amended vide Adaptation to Law and Order No. 3 of 1973, in all areas in the State excluding the areas comprised with the ‘normal areas’ of Shillong.
“As per the notification of 1989 the Meghalaya Town and Country Planning Act, 1973 will be implemented in the entire state excluding normal areas”, he added. Terming the notification as illegal, he said as it did not follow the norms laid down in the sub-section (2) Section 1 of Act 1973.
Shylla, however, observed that the issue concerning the MUDA building bye laws should not be taken to Court of Law either by the KHADC, GHADC or JHADC.
