Shylla asks MLAs to discuss MUDA encroachment

SHILLONG: UDP MDC HS Shylla has urged legislators to discuss the encroachment by Meghalaya Urban Development Authority (MUDA) in terms of   its implementation of Building Bye Laws 2011 in the Shillong Master Plan areas including those under the Autonomous District Council (ADCs).
Shylla also clarified on the affidavit filed by the Secretary, MUDA, E. Kharmalki during a news conference on Friday.
“The Secretary of MUDA has clarified that the Meghalaya Town and Country Planning Act, 1973 initially was implemented in the normal areas,” he said adding that such areas include Police Bazar, Jail Road, European Ward and Shillong Cantonment Area and not the areas under the district council.
Shylla further added that the Secretary of MUDA, however, cited imposition of the notification of January 13, 1989 to extend MUDA building rules to all the three autonomous district councils.
As seen from the affidavit of Secretary, MUDA, the genesis of MUDA can be traced to the Notification of January 13, 1989.  If this notification stands, MUDA will also stand, and vice versa, Shylla said.
“I urge Chief Minister Mukul Sangma, to announce that Meghalaya Building Bye Laws 2011will not be implemented in areas outside Municipal,” he added.
