State Budget not to lose focus on development

SHILLONG: The State government departments will have the flexibility to allocate funds wherever required despite the merger of plan and non-plan expenditures in the Budget.
Plan budget is for development schemes and non-plan is related to establishment costs.
Hailing the State Budget, which is a departure from the regular plan and non-plan allocations, Chief Secretary K.S Kropha on Sunday said in spite of the merger, specific funds have been earmarked for development programmes.
This will prevent funds from getting diverted to non-plan expenditure as specific development programmes have been listed in the Budget, the chief secretary said.
Another feature of the Budget is the convergence of various programmes, he added.
