Shylla clears air on UDP MDCs, Council funds

SHILLONG: Former KHADC CEM HS Shylla on Sunday reiterated that it is difficult for any MDC to come out from the ruling group when the KHADC is having a revengeful person occupying the post of CEM P N Syiem.
In response to the allegations by Syiem that Shylla was unhappy since the four rebel UDP MDCs switched allegiance, the UDP MDC said that he did not comment anything on the decision taken by his four colleagues to defy the party decision to withdraw support from the PDF.
“ I only said that it is difficult for any MDC to come out from PDF as CEM is a revengeful person”, Shylla said.
According to Shylla, there was also no direction from the party whatsoever restricting him from moving a no-confidence motion against the Executive Committee of Syiem.
“I had made it clear that the no-confidence motion would later on be withdrawn”, Shylla said.
Regarding the withdrawal of Rs 35 lakh, Shylla said it appears that the CEM is totally ignorant of rule 31 of the District Fund Rules, 1952 which says that it is not permissible to draw advances from the Fund either for the execution of the works, the completion of which is likely to take a considerable time, or to prevent the lapse of budget allotments.

“ The written order of the CEM passed on the body of the letter dated 28.3.2016 of the KHCF was in gross violation of the above rule as he clearly directed the Secretary to arrange 35 lakh as an advance to the KHCF. The fact that Rs. 35 lakh has been withdrawn from the Council Fund on the written order of the CEM is an established fact that the CEM has committed a criminal act liable to be prosecuted, Shylla said.
According to Shylla, the question of whether Rs 35 lakh has been returned or not is another issue.
On the deal with Park View Hospital, Shylla said: “I have no objection to the proposed inquiry regarding the purchased of Park View Hospital”, Shylla said.
Regarding the Wahkaji-Mawthabah road, Shylla said that the CBI had conducted a thorough inquiry with regard to financial dealings and the fund received from UCIL for the construction of Wahkaji-Mawthabah road and found that nothing wrong was ever committed.
“If the CEM is not satisfied with the findings of the CBI let him order a fresh inquiry”, Shylla said.
