GUWAHATI: The district magistrate of Kamrup Metropolitan, which includes Assam’s capital city of Guwahati, has declared ‘silent zone’ in areas within 100 meters distance of all prominent religious places, hospitals, education institutions, the high court and other courts and government offices located within the district with immediate effect.
The order has been issued in compliance with the Assam government’s direction as per Rule 3 (2) of the Noise Pollution (Regulations and Control) Rules 2000, of the Environ-ment (Protection) Act, 1986.
The notification is applicable to all prominent religious places, including temples, mosques, gurudwaras, churches, monastery, naamghars etc.
The State Pollution Control Board has been directed to collect, compile and publish technical and statistical data relating to noise pollution and take steps for effective control of noise pollution as per the law and submit report on monthly basis to the district magistrate. It also asked teh board to take measures for its effective prevention, control and abatement under Section 4 (3) of the Noise Pollution (Regulations and Control) Rules 2000 and submit reports on monthly basis.
The PWD department has been directed to put up proper sign boards in notified ‘silent zones’ within 15 days and report compliance. Any person aggrieved with the order is, however at liberty to appear before the DM within 15 days of issue of the order on April 28 for filing of written objection, if any, for redressal and modification of the order.
