Agartala: The opposition charged left front government of Tripura for mobilising administration for managing fund from the centrally sponsored schemes of Rural Development and Panchayat for upcoming assembly election.
Addressing media here on Tuesday, Congress legislator Ratan Lal Nath alleged as desired by the government principal secretary Dr G S G Ayyangar in a memo two weeks ago asked all the departmental heads to send him the month wise requisition of materials till June 2018 to be purchased by rural development.
According to Nath, there was a series of administrative malpractice by the rural development and panchayat department and has been continuing for past many years despite repeated instruction of the finance department and direction of the high court.
“These departments are not following the guidelines of General Financial Rules and Delegation of Financial Power Rules of Tripura and violating all norms they are implementing the works by their own. All works have been estimated, materils procumbent, implementation and validation of the work done by them only. Despite mandates, rural development department is not tendering any work to any agency,” Nath alleged.
He argued as per the guideline all works have to be executed through tender process by engaging competent agencies; the matter was discussed in the assembly, the high court of Tripura issued instruction to follow it and finally, in a notification the government illegally amended the provision of General Financial Rules to prevent tendering the work.
Nath stated that such illegal works have also been brought to the notice of high court and immediately contempt proceeding was drawn against chief secretary, principal secretary and district magistrates for violating the court order and practicing illegal method of execution of works.
He however, pointed out that the Chief Minister Manik Sarkar is travelling to villages by helicopter and propagating the development mandate of his government but the administration by an order stopped all kinds of infrastructure development work for last two and half months. (UNI)
