SHILLONG: The notaries in the district council court under the KHADC are functioning as public prosecutors or government pleaders, which is against the norm.
In 2015, the State Government had appointed notaries who will help people authenticate and attest legal documents as in the past the task was carried out by magistrates.
Sources said on Thursday that notaries are not supposed to function as public prosecutors or government pleaders.
There are also allegations that with the notaries charging fee for signing affidavits beyond the permissible limit, many poor people prefer to go to magistrates to get work done.
Moreover, sources added that two notaries, Ibaphidahunshisha Lyngdoh Mawphlang and Jennyca F. Blah, have occupied a room meant for the court and they are functioning on the district council premises.
Sources pointed out that Mawphlang is also functioning as public prosecutor/government pleader at Mawkyrwat, South West Khasi Hills.
