AYC alleges GHADC fund misuse, may appeal to HC

SHILLONG: The A’chik Youth Council (AYC) Apex Administrative Board has alleged that many schemes have been misused by contractors of the Garo Hills Autonomous District Council (GHADC) and threatened to move the High Court.
AYC president Dimseng Koknal said the organisation will inspect and check all project sites, which were sanctioned under the Centre’s one-time assistance scheme for the GHADC.
Koknal, however, said the council, through a recent RTI, found out that many schemes were misused by GHADC contractors and Garo Hills-based NGO leaders.
“We found misappropriation of GHADC funds. As per the reply to the RTI, the schemes were shown implemented with ‘GHADC Own Fund’ and government grant schemes during the then GHADC CEM, Alphonse A. Sangma,” he said and alleged that many schemes for various construction are missing but the money was withdrawn.
Over Rs 12 crore was spent within the three years, Koknal said.
The NGO also alleged that NPP-led GHPA had also spent a huge sum of money on supply of goods to different departments and to the MDCs’ quarters of GHADC. Some of the goods include pillow cover (Rs 5,000 per pillow), Rs 80,000 for a laptop or computers and LCDs not less than Rs 40,000 were supplied to the staff quarters.
AYC also said they would take up the matter in the High Court.
