GUWAHATI: Chief Minister Sarbananda Sonowal on Monday called for transparency and efficiency in government service and reiterated state government’s commitment to bring about reformation in public finance management system to ensure good governance.
The Chief Minister ceremoniously launched World Bank-aided Assam State Public Finance Institutional Reforms (ASPIRe) Project, which is amongst the biggest Public Finance Reforms initiative in the country at Assam Administrative Staff College in the city. Sonowal also unveiled a logo of the ASPIRe Project.
Government of Assam has set a target to implement the ASPIRe project with an amount of Rs. 283 crore over a period of five years. The project focuses on public participation, effectiveness and efficiency, transparency, accountability and responsiveness in establishing good governance.
“Our government is committed to make governance more public oriented. People want credible service and transparency in administration. The IT enabled services through ASPIRe will help us in bringing reformative change in government service”, Chief Minister Sonowal said this with a call to government employees to perform their duties with more efficiency and transparency.
Sonowal termed transparency and efficiency as the weapons to root out corruption from the administrative machinery. He further expressed confidence that through reform in financial management, government departments would be able to win trust and confidence of the people of the state.
“We have huge resources but to make their optimal utilisation, there is a need for reform in the financial management system. ASPIRe will provide platform for achieving the goal to make Assam as one of the best states of the country. I also urge upon all to work with the Team Assam spirit and set an example of people friendly administration in the state”, Sonowal exhorted.
It is expected that ASPIRe would help in transforming the functioning of Finance, Taxation and Excise Department and lead to cashless & paperless administration. The project would also emphasise on productive expenditure and attempt to improve the systems and procedures by taking comprehensive steps involving policy, legislative, administrative framework of concerned revenue earning departments.
