FIR against BDO, police for harassment

SHILLONG: An RTI activist has filed an FIR alleging intimidation and extortion by an organisation with support of the BDO of Umsning C&RD and the officer in charge of Umsning outpost.
In the FIR filed with the DGP, activist Barister Makdoh said he had sought details about the Backward Regions Grant Fund (BRGF) scheme at Thad village to find out ghost beneficiaries.
“Later, another organisation, RBDYSO, gave a clarification contradicting his statements and these events prompted the village to convene an executive meeting but owing to lack of quorum, the meeting did not take place,” Makdoh said.
On October 6, he received a letter from PS Tynsong, BDO Umsning.
He was summoned to the office at the behest of the secretary of Human Rights Council of India, North Eastern region, Division Malai
The FIR alleged that Malai, kept insulting him at the BDO office. “Division Malai even said he had the power to get me arrested if they find any irregularity in what I was saying.”
According to the FIR, a contractor called Commander Shadap asked him if he was ready for compromise and since he was frightened, he agreed to it.
They reached a settlement for Rs 5,000 and Makdoh was asked to give a clarification in the newspapers within two days.
Next day, he called up Shadap for a receipt of the payment and on October 11, he sent a letter to the BDO expressing his constraints in giving a clarification in newspapers within the allotted time.
According to Makdoh, after meeting some RTI activists in Shillong, he realised that there was a big fraud perpetrated on him as the BDO and others had illegally and criminally posed as a tribunal and judicial body.
Makdoh has written a separate letter to Chief Secretary for necessary action.
