Work culture rider missing in two pay panel reports

SHILLONG: Even after an increase in the salary of state government employees, both the Fifth Pay Commission and the empowered committee that examined the commission’s recommendations failed to make the staff accountable while performing their duties.
An official source said on Wednesday that while the lowest level staff will avail of Rs 17,400 as the new salary, there is a need to improve the work culture here for better productivity.
The source added that during winter months from November, employees can go home half an hour early (4.30 pm) but there is no change in the time of their arrival which is at 10 am, whether it is summer or winter. A senior government official said there is a need to have more enthusiasm on the part of the employees to contribute better to the overall development of the state.
He pointed out that while the employees are punctual to go home after work, there is scope for improvement as additional burden is passed on to some higher officials who stay back in office till 8 pm.
The official admitted that though the access control system installed at the Secretariat and other government offices ensured timely arrival of the staff, it, however, did not help in improving work culture as many staff were found to be engaged in computer games, social networking and gossips adding to their leisure time.
