SHILLONG: NPP legislator James Sangma has submitted a resolution to the Assembly Secretariat for the removal of Speaker AT Mondal indirectly aimed at toppling the government.
An official source said on Thursday that Sangma submitted the resolution on November 21. A recent report had said the proposed no confidence motion by NPP was against the government.
The three-point resolution states that the Speaker failed to convene the House in time after the budget session was held in March this year.
The second point is the delay in the construction of the Assembly building even after the selection of site.
Another reason is the overall lack of confidence in the Speaker by the members of the House.
According to the official source, the letter submitted on November 21 is in order since 14 days’ duration is needed to take up the resolution against the Speaker.
Earlier on Wednesday, James did not speak about the submission of the letter to the Assembly Speaker, but only said that he was contemplating to move a no confidence motion against the government.
James had also said that he would hold consultations with the Opposition parties and others in the government for their support.
While UDP president Donkupar Roy is not in favour of moving the no confidence motion, sources said that other legislators are not averse to the idea.
The Congress-led MUA-II is already in trouble following the move of several legislators to quit the party. Several independents have already disassociated with the government.
James had claimed whenever the no confidence motion is moved, it will be supported by at least 32 legislators out of the total 60.
Third no trust motion
This is the third time that the Assembly Speaker is facing no confidence motion during the current tenure since 2013.
Earlier in September last year, another no trust motion was brought against the Speaker unsuccessfully.
Prior to this, in March 2015, the first resolution to remove the Speaker was taken up but it was defeated through a voice vote.
