In a first time, KHADC passes full budget for 2018-19

 SHILLONG: For the first time in the history of the Khasi Hills Autonomous District Council (KHADC), a full budget was passed on Thursday and the Council session was prorogued by the Chairman of the KHADC, LG Nongsiej.

On the first day of the Council session held on March 27, the KHADC Chief Executive Member (CEM) PN Syiem tabled the full budget for the fiscal year 2018-19 at a projected expenditure of Rs 213,53,36,970 while the estimated revenue  is  put at Rs 213, 52, 87,410 thereby with a deficit of Rs 49, 560.

It may be mentioned that the CEM of the KHADC avoided the’ vote on account’ usually taken for three months and instead opted for the full budget.

The KHADC session also passed the Khasi Hills Autonomous District Council Service (Amendment) Rules, 2018 with the insertion of a new Rule 13 A: “Adoption of leave for Council servants suffering from Tuberculosis, Cancer or Leprosy”.

The amended rule grants leave for 18 months by installments of four months on the recommendation of a recognized Medical Officer concerned to a Council servant suffering or suspected to be suffering from Tuberculosis, Cancer or Leprosy.

Further, the rule stated that if before the expiry of the maximum leave, the staff is certified to have become a “closed” one, the staff will be allowed to resume his appointment subject to the condition that the staff shall undergo periodical re-examination by a recognized Medical Officer and if necessary by a competent authority approved by the Executive Committee, KHADC.
