SHILLONG: KHADC CEM HS Shylla on Monday submitted the names of 8 Executive Members (EMs) to the District Council Affairs department.
The EMs will be part of the new Executive Committee (EC) of the KHADC and the MDCs included in the list are UDP MDCs — Antonio War, Donkupar Sumer and Rona Khymdeit, rebel People’s Democratic Front (PDF) MDCs James Sylliang, Blanding Warjri and Latiplang Kharkongor, NPP MDCs Jansing Tynsong and Victor Rani.
Speaking to reporters, Shylla said, “I have submitted the names of the EMs to the Commissioner and Secretary of the District Council Affairs department. The names will be forwarded to the Governor for his approval.”
Regarding the allotment of portfolios to the EMs, he said it will be decided after the Governor approves the names of the EMs.
He added that HSPDP MDC Teilinia Thangkhiew will also be part of the new EC after she relinquishes her post of pro tem chairperson after the election of the Deputy Chairman.
Shylla informed that the election of the Deputy Chairman will be held before the Council’s Summer Session scheduled to begin from July 25.
As for the post of Chairman of the KHADC, the Khasi Hills Democratic Alliance (KHDA) has decided to project senior UDP MDC, Teinwell Dkhar and the alliance will also field UDP MDC from Mairang, Equator Nongrang for the post of Deputy Chairman.
Shylla said an inquiry into the alleged misappropriation of Rs 28 crore will be ordered only if the works are found to be of “sub-standard.”
Questions were raised on the works taken up under the Rs 28 crore special grant from the Centre which the council had received.
“There was also no physical progress of the road project implemented through this fund even after spending Rs 1 crore. We have to look into such discrepancies before ordering an inquiry,” he said.
Stating that he had sought for the file of the work orders issued out of Rs 28 crore, Shylla said that some clarity is needed on the allotment of the works.
Asked on the allegation he made against former CEM PN Syiem for charging 20 per cent commission from every work order issued out of the Rs 28 crore, Shylla said that an inquiry will be constituted if an official complaint is received.
“I was told by one of the contractors that the former CEM is asking 20 percent. However, there has to be official complaint for instituting an inquiry,” he said.
Commenting on the former CEM’s allegation of diverting funds as “council assets”, Shylla said, “I will look at the file to know if the diversion of fund to the council assets was done as mandated.”
