SHILLONG/ TURA: The model code of conduct will be enforced only in South Tura, the constituency which goes to the by-poll, and not in the entire West Garo Hills district.
State Chief Electoral Officer Frederick Kharkongor on Tuesday said that the model code will be strictly enforced in the constituency for the August 23 by-poll.
The poll timing is from 7 am to 5 pm.
The candidates can start filing their nominations from the day of notification on July 30 and the last date for filing nominations is August 6. Scrutiny of papers will be done the next day and the last date for withdrawal of candidatures is August 9.
With the announcement of the by-poll, West Garo Hills District Magistrate Ram Singh has promulgated Section 144 CrPC and prohibited certain activities as part of the election model code of conduct.
Singh has imposed a ban on wall writing, pasting of posters, defacement in any form, display of hoardings, banners or flags in any government premises and in case of private residences, it should be with written permission.
Other restrictions include display of flags and stickers in private vehicles and if done by the owners themselves, they should not cause any inconvenience or distraction to road users.
As far as display of flags and stickers on commercial vehicles are concerned, unless it is validly used for election campaign with requisite permit from the returning officers, the same should be displayed only on the windscreen.
Restriction has also been put on carrying of all types of weapons by unauthorised persons in the entire district till the end of the election process.
