Kharshiing asks Shylla to strengthen Dorbar councils

SHILLONG: The chairman of the Grand Council of Chiefs, John Kharshiing, wrote to the Khasi Hills Autonomous District Council CEM, HS Shylla, on strengthening Dorbar Kur, Dorbar Shnong, Raid and Dorbar Hima.
In the letter, Kharshiing said some tribal customary laws are in conflict with Parliament laws and urged the MDCs to improve the acts/rules of Hima/Elaka.
He suggested the Executive Committee to appoint a sub-committee headed by MDCs from Hima/Elaka along with lawyers from High Court or Supreme Court to prepare rules/act of Hima/Elaka and to complete the draft Bill within 60 days.
He reminded that on August 17, 1948, the Instrument of Accession and Annexed Agreement was signed with the 25 Khasi states and it will soon reach 70 years.
He expressed concern that till date the Centre has not yet included the Agreement in the Constitution.
