SHILLONG: After the work related to College of Science and Commerce in Mawphlang was stopped by the DoNER ministry for some time, the state government has initiated steps to start the project.
In reply to a question by Dikkanchi Shira (Congress), the chief minister said on Tuesday that the initial estimated cost for the project was Rs 36.55 crore and the state government had allotted work to five contractors in September 2017.
However, the DoNER ministry observed that the work should be allotted to a single contractor to take up construction on turnkey basis.
The work was later cancelled by the ministry and the state government had written twice to the Centre on issues related to it.
The chief minister said the Centre recently asked the State Level Empowered Committee. (SLEC) to take a call on the resumption of work and a meeting was held in this regard on September 6.
Sangma said work will be allotted to the contractors.
Raising a supplementary question, Independent legislator S K Sunn said he had received a letter from the Assembly Commissioner and Secretary stating that the matter was sub-judice and cannot be raised.
However, the chief minister said the matter was related to a general question on the implementation of many projects under Non Lapsable Central Pool of Resources and the Mawphlang College was a part of it.
As per a written reply on the matter, out of the project cost of Rs 36.55 crore, a token money of Rs 10 lakh was released for the Mawphlang college while the first installment is yet to be released by the Centre.
NLCPR projects
Sangma said several works for the projects sanctioned by DoNER under Non Lapsable Central Pool of Resources (NLCPR) for Meghalaya are in progress.
He said after the submission of utilisation certificates by the departments concerned, funds have been released for many projects.
The total estimated amount for the projects for Meghalaya in 2017-18 under NLCPR is Rs 311.32 crore and amount released by the Ministry of DoNER is Rs 62.70 crore.
Under the Education Department, the estimated amount for the construction of college of science and commerce, Mahendraganj, is Rs 36.31 crore and amount released was Rs 12.20 crore. Expenditure incurred till date is Rs 2 crore and physical progress of the work is 25 per cent.
Under the Public Works Department, construction of major bridge over river Daruon Jholgaon-Katuli was estimated at the cost of Rs 14.70 crore and the amount released was Rs 5.13. The expenditure is 50 lakh and physical progress of the work is 14 per cent.
For the construction including metalling and blacktopping of intermediate lane on Rongjeng Mangsang Adokgre road and bridge over the Ildek river, the estimated amount is Rs 210 crore and Rs 40.32 crore was released. However, the expenditure incurred is Rs 44.80 crore, including state share of Rs 4.48 crore.
The physical progress of the work funded by both NEC and DoNER is 20 percent.
The construction of road from Rongsang Abagre to Bandalkona connecting Betasing-Mellim road together with bridges has been estimated at the cost of Rs 13. 76 crore and the amount released was Rs 4.95 crore. The expenditure is Rs 1.88 crore and physical progress is 25 per cent.
