State govt nod not needed for KHADC bylaws

SHILLONG: The KHADC chief executive member, HS Shylla, has said the council need not submit the building bylaws to the government for approval as the autonomous body has the authority to frame rules.
“The KHADC does not need to submit the building bylaws to the state government as the Town Committee Act has empowered the KHADC to frame rules and approval of the government is not needed,” Shylla said.
Urban Affairs Minister Hamlet Dohling had recently said the three councils would formulate the rules and submit them to the government, which wanted uniform guidelines for all scheduled areas.
Shylla also said some corrections regarding “land” would be made in the bylaws as “there is no mention of land but (only) buildings in the Town Committee Act”.
The KHADC special session will table the preparation of rules of the Town Committee to take over the implementation of building bylaws.
