SHILLONG: As allegations of a hurried tender process have surfaced in the state regarding the multi- crore Saubhagya scheme, many have questioned the government on why such high terms and conditions were set for the tender in the first place.
Sources pointed out that as per the tender, the turnover of the bidder should be Rs 100 crore and liquid asset Rs 25 crore.
However, in previous tenders like DDUGJY and others, such high criteria were never asked and it was always 30-40% of project value.
Moreover, another question is if the government intended to complete the work by December 31, why scope of work of existing contactors of DDUGJY and others were not extended.Sources also said the pre-tendering conditions are very stringent as compared to previous tenders whereas post-tendering criteria are more relaxed in comparison to previous tenders.
Sources added that the post tendering performance security desired was reduced to 2.5% as compared to 10% in previous tenders.
“On supply of materials, 90% payment on invoice value will be made to contractors, whereas it was 60% in all-previous tenders.
60% payment was given to ensure that the contractors complete the work within the necessary time limit. But with 90% payment the idea is lost,” sources said.
It was also informed that the tender was to be submitted within 8 days, including holidays.
