Shylla to write to CM on residents’ safety act

SHILLONG: KHADC chief executive member HS Shylla will send an explanation to the chief minister on the Meghalaya Residents Safety and Security Act, 2016.
Shylla had said the act “facilitates influx of illegal migrants”, which Conrad Sangma had denied and sought an explanation.
Speaking to reporters at the end of the three-day winter session on Thursday, the KHADC chief and NPP leader said, “Now that the session is over, I will give the explanation to the CM. I appreciate the CM for giving us the opportunity to clarify our stance.”
Shylla said Sangma was “probably concentrating on the influx of foreigners whereas the KHADC observed that the problem of Meghalaya is interstate influx” and the act would lead to an upsurge in migration as it facilitates entry of tourists and visitors, both Indians and non-Indians.
Shylla has been insisting on Inner Line Permit (ILP) and has disapproved of the implementation of MRSS Act.
When pointed out that critics were doubtful of the implementation of ILP in scheduled areas, Shylla said, “The critics were right on one hand as the KHADC does not have authority to implement ILP from the perspective of Sixth Schedule of the Constitution of India. The way was paved for us through the United Khasi-Jaintia Hills District (Application of Laws) Regulation, 1952 in which the Bengal Eastern Frontier Regulation, 1873, was included.”
Mission accomplished
When asked about retirement from politics, Shylla said his mission has been accomplished after crucial bills were passed by the KHADC during the winter session and he would prefer to rest.
However, “it is not my own decision, it all depends on the people”, he added.
On the other hand, a decision will be taken to call a public rally again to highlight on the resolutions and bills passed by the KHADC.
