SHILLONG: The Steering Committee of the Dorbar Kur has impressed upon the State Government to put the two important bills passed by the Khasi Hills Autonomous District Council (KHADC) in the public domain.
The steering committee of the Dorbar Kur which met the District Council Affairs Minister, James Sangma here on Thursday urged the State Government to put the Khasi Hills Autonomous District (Khasi Social Customs of Clan Administration) Bill, 2018 and the controversial KHAD (The Khasi Social Custom of Lineage) (First Amendment), Bill, 2018 in the public domain.
After the meeting, Dorbar Kur steering committee chairman, Khrawbuit Ryntathiang said that they had told the Minister that the clans should be given an opportunity to deliberate and discuss on the two bills in details.
“We had told the Minister that they have nothing against the two bills. But we are of the view that any bills brought by the Council which will affect the clans and the indigenous community should be put in the public domain,” he said.
The Dorbar Kur steering committee chairman said that there should not be a rush to approve the two bills even as he added that delegation had in fact met the KHADC CEM Hispreaching Son Shylla to request to give appropriate time to the clans to deliberate on the draft of the clan bill
“We had met the CEM on November 13 and we got the copy of the clan bill on the following day. But surprisingly we were given time till November 18 to submit our views. We feel that the time given to us was so short,” Ryntathiang said.
Stating that that they are not asking to quash the two bills, he said that the only thing they wanted was to allow the clan to deliberate and gives its inputs on the two bills.
When asked about the response of the DCA Minister, he said that he told the delegation that the two bills were being examined by both the Law and DCA departments.
