ILP outside legislative ambit of district councils: James Sangma

SHILLONG: A day after KHADC CEM, HS Shylla  threatened to move the Court over the stand of the State Government on the  on the Inner Line Permit (ILP) passed by the Khasi Hills Autonomous District Council (KHADC), District Council Affairs Minister, James Sangma on Friday said that  the ILP was outside the legislative competency of the district council

 

Talking to media persons here on Friday, James Sangma said that the District Council Affairs had done a very good as far as replying to the Council over its own ILP, he said that the Government had already sent the reply to the Council

 

Earlier, he said that the HS Shylla could file a case against the Government as people have the right to put their thoughts as per the law in a democratic setup.  

 

He, however, added that the leader must have little restrains before making statements and  he must weigh his worlds before making such statements

 

Earlier, Shylla had said that state government committed an error and he would consult the High Court of Meghalaya or the Supreme Court.

 

The CEM was annoyed after a letter from the District Council Affairs (DCA) department, dated February 4, 2019 stated that the KHAD (As adapted from the Bengal Eastern Frontier Regulation, 1873) Regulation, 2018 passed by the District Council on October 26, 2018 was outside the legislative competency of District Council as it did not fall making powers as provided under the Sixth Schedule of the Constitution of India.

 

The letter also stated that the Bill passed by the KHADC has been examined in consultation with Law department of the state government.
