EC-EMs meet soon to break building bylaws deadlock

SHILLONG: The Executive Committee (EC) of the Khasi Hills Autonomous District Council (KHADC) has decided to have a joint meeting of the Executive Members (EMs) in charge of departments of Town Committees, Laws, Land and Elaka in the coming week to discuss the building bylaws imbroglio.
Addressing the press after an EC meeting on Wednesday, EM of the KHADC, Paul Lyngdoh, said the Council found many complications in the MUDA notification of February 1, 2019 asserting that the building bylaws of 2011 do not mention autonomous or schedule areas.
“We cannot go ahead with framing the bylaws on the basis of the February 1, 2019 notification. The EC has decided to meet the EMs of the Town Committees, Laws, Land and Elaka in the coming week to formulate the stand of the Council and to take it up with the state government,” he said.
He added that the EMs will tell the government that the notification of February 1, 2019 will not be the basis for the bifurcation of building permission between Meghalaya Urban Development Authority (MUDA) and district council and there has to be a different reference point.
The state government has notified the Meghalaya Building Byelaws, 2011 (amended in 2015) empowering the Meghalaya Urban Development Authority for its implementation.
In a notification issued on February 1, the Principal Secretary of the Urban Affairs said that MUDA has been entrusted to implement the building bylaws for municipal and scheme areas.
The notification also exempted autonomous District Council areas from municipal and scheme areas.
The notification also said that the public desirous of applying for building permission in the areas outside municipal limits may approach either of the authorities for obtaining their sanction of building permission and occupancy certificates.
