NEHUTA accuses Vice Chancellor of violating rules

SHILLONG: The North-Eastern Hill University Teachers’ Association (NEHUTA), Shillong expressed its deep concern at repeated violation of Act, Statute and Ordinances of the university by the Vice Chancellor Professor S.K Srivastava.
In a letter to the VC, the NEHUTA sought an official response from the administration on instances of violation such as non-release of NEHUTA annual grant, which is part of University’s earmarked funds during the years 2018-19 and the current year as well. Violation of provisions of the Act such as clause 19 (2) (a) and (b) that necessitates discussion on performance of the University as well as passage of Annual report and annual accounts along with audit report before these are placed to the Parliament of India.
By violating these provisions, annual report and annual account during the years 2016-17, 2017-18, and 2018-19 are placed before the parliament without approval of the Court, which is a grave violation of propriety of the University Court and others.
The VC has flouted Financial Rules of GoI in calling tender for various works and allowed gross violation of tender norms, as a result of which maintenance and repair work of the University is in shambles.
The condition of hostels and residences, roads and other infrastructure including electricity, telephone, internet and water supply are not maintained properly. Public services such as basic amenities are badly neglected.
The VC preferred not to reply on his regular absence from the University, as a result of which urgent works like clearance of medical bills and other such important works are stalled.
The NEHUTA appeals to general public and the Central Government to take appropriate steps for mitigating the series of violations by the VC so that a premier university like NEHU is not completely lost.
