KHADC reiterates opposition to CAB
SHILLONG: The executive committee (EC) of the Khasi Hills Autonomous District Council (KHADC) has opposed the Citizenship (Amendment) Bill, 2016 and sent a representation to the Chief Minister, Conrad Sangma, in this regard.
The council said that the Union government should not pass the CAB in its present form and if it is passed, then a special clause to exempt the tribal areas and the state of Meghalaya from its purview needs to be inserted in order to safeguard the rights and interests of the indigenous people.
It said that the eligibility criterion to grant citizenship to the illegal migrants is unreasonable and unlawful and the bill offers no explanation as to the inclusion of this clause which is prima facie unconstitutional and as such will fail the test of reasonability contained in Article 14 (Right to Equality) of the Constitution and will corrupt its basic concept of secularism.
It said that the provision of relaxing the criteria of 11 years to 6 years to gain citizenship by naturalisation is a great danger to the demographic structure and the unique identity of the indigenous tribal population in Meghalaya. On the other hand, it is learnt that the EC will table a resolution to oppose the CAB in the upcoming Winter Session of the KHADC starting on November 19.
