SHILLONG: The Khasi Hills Autonomous District Council (KHADC) Executive Member (EM), Teibor Pathaw, on Tuesday introduced the Khasi Hills Autonomous District (Solid Waste Management) Bill, 2019.
The bill seeks to provide and make provision for the administration of solid waste in the jurisdiction of the autonomous district of Khasi Hills.
The bill stresses on the need to include the grass roots institutions within the scope and ambit of participative development and preservation of the environment. The bill makes provision for solid waste management cell which is duly constituted by the Executive Committee as per the provisions of the act.
As per the act, the cell has certain powers and duties.
It envisages the role and responsibilities of the chief and his Dorbar, the role and involvement of the headman and the Dorbar Shnong, power of the chief and his dorbar and headman and his dorbar to impose fines.
Fines will be imposed on waste generators or operators of waste processing and disposal facilities under the act for non-compliance with the directions contained therein.
The act defines ‘solid waste’ as solid or semi solid, domestic waste, sanitary waste, commercial waste, institutional waste, catering and market waste and other non-residential wastes, street sweepings, silt removed or collected from the surface drains, horticulture waste, agriculture and dairy waste, treated bio- medical waste excluding industrial waste, DIO- medical waste and e-waste, battery waste, radio-active waste generated in the area under the local authorities and other entities mentioned in rule 2 under the (Solid Waste Management) Rules, 2015.
The act also encourages the practice of segregation of wastes at source and to minimize their generation.
