NGH activist questions illegal appointments, seeks probe

SHILLONG: A North Garo Hills-based activist has raised up issue against illegal appointments to the post of system administrators in the office of the Directorate of Accounts & Treasuries, and in all the Treasuries and Sub-Treasuries, seeking prompt revocation of all the illegal appointments made in the department.
In a letter to Commissioner & Secretary Finance Department, Meghalaya, the activist, Rinaldo K Sangma has expressed discontentment over the modus operandi, adding that it raises “doubts”.
“It is prima facie evident and to be noted that the complete process and manner of appointments made and their extension of officiating to the various posts of System Administrator, Senior Assistant System Administrator and Assistant System Administrator in the Directorate of Accounts and Treasury Office, Shillong, the District Treasuries and the Sub-Treasuries of Meghalaya is purely arbitrary, unofficial, and raises a series of doubts and questions,” Sangma said.
He said despite the decision being formulated to advertise vacancies in the April 2011 meeting, the said advertisements were never published on newspapers or on government websites.
“In the meeting held by the Directorate of Accounts and Treasuries on 5th April 2011 — attended by the Director, Joint Director, Scientific Officer, NIC, I/C of Treasury NET Computerisation and Programme Assistant Grade II — it was duly decided that the advertisement shall be made in leading local dailies and the last date for receipt of application from suitable candidates shall be fixed on 25th April 2011. Why were the vacancies of the posts not advertised in any government websites or any newspaper as decided in the meeting? Why were the posts filled within seven days from the date of the creation of the posts? Why were the posts filled by office personnel already engaged and appointed in the same department,” he said.
He also questioned as to why reservation policy was not maintained in the appointment and alleged that most of the appointments made do not possess requisite qualifications for the post.
“The minimum essential qualification stipulated for the Senior Assistant System Administrators mandates PGDCA with 3 years’ experience or BCA or equivalent, DCA with five years experience or PGDCA or equivalent for Assistant System Administrator. However, as per RTI reports, It is found that most of the appointments made do not possess the requisite qualifications for the said posts? Why are such candidates appointed? Why was reservation policy not maintained in the appointment,” Sangma said.
He also rued over the fact that many qualified candidates from the state are still unemployed, adding that due to such illegal appointments, crores are being debited from the State Treasury to pay huge amount of salaries for such posts.
Sangma further called for a probe against the illegal appointments and urged for revocation of all the appointments made.
“Henceforth, I call upon your attention to take cognizance and utmost importance of this matter and probe into these illegal appointments made. I urge you to revoke all these appointments made and direct the concerned department to intimate the MPSC of such available posts at the earliest so that advertisements are made and deserving candidates of our state may avail a chance for employment. I hereby submit this complaint for your urgent perusal on the matter,” he concluded.
