KSU slams SWKH DC for ‘misleading’ statement

MAWKYRWAT: The Khasi Students’ Union (KSU) South West Khasi Hills circle has criticised the South West Khasi Hills district administration asserting that it has misled the people by claiming that the Labour department or the district level team does not implement work permit system to register labourers from outside the state.
In a statement issued here, KSU, SWKH president, Forwardman Nongrem referred to a notification issued by the state Political Department on October 14, 2011 which outlined the functions of the District Level Team and one of the functions is to initiate steps for registration of persons under the work permit scheme.
The KSU has raised a question on the status of the district level team and district task force to deal with influx. In this connection, Deputy Commissioner I. Laloo informed that the Labour department does not implement the work permit system but it is implementing the Inter-state Migrant Workmen (Regulation of Employment & Condition of Service) Act, 1979 which is an Act of the Parliament of India enacted to regulate the condition of service of inter-state labourers under Indian Labour law.
Nongrem said that the DC should have done her homework before coming out with a misleading public statement.
He said that the DC and the District level team should consider finding out about the notification of the Political department, issued on October 14, 2011.
Nongrem said as per the notification, the function of the district level team is operationalisation of various decisions taken by the State Level Task Force on influx, to initiate steps for registration of persons under the work permit scheme, submit necessary reports on the progress and implementation of various measures for checking of influx into the district, submit recommendations to government on initiatives and others on the matter of influx as considered appropriate.
Baffled by the DC’s statement, he said the DC being the head of the District level team sounded confused when it comes to work permit. He warned that the union will start implementing work permit system if the district administration and the district level team fail to do so.
