Appeal to amend Hima Mylliem rules

SHILLONG, Dec 21: A delegation of the Federation of Khasi States (FKS) met KHADC Chairman, Pyniaid Syiem, with an appeal to constitute a committee to amend the Hima Mylliem Act 2007 and Rules 2015.
In a statement, FKS adviser & spokesperson John F Kharshiing said that if the Centre delays the implementation of ILP, the Council can modify the contents of Hima Khasi, which will work like ILP.
Earlier during the day, he told reporters that the Hima Mylliem Act has an ILP-like system and it will be a protection to the indigenous people. “It is just one part of the fencing, it needs more,” he said.
Sending a memorandum to the KHADC Chairman, Kharshiing said there is a need for the KHADC to review the Hima Mylliem Act, 2007, and Mylliem Syiemship Rule, 2015, so as to empower the citizens to ensure that the annual Dorbar Hima Mylliem is convened to facilitate the people to discuss wide-ranging issues including the application of many central acts, which are in conflict with the treaty, IOA & AA.
The memorandum said that the Mylliem Act must be suitably amended to ensure clear provisions so that the annual Dorbar at various levels such as the Dorbar Kur, Dorbar Shnong, Dorbar Raid and Dorbar Hima, is convened by the Syiem and failing to do so, the laws should clearly mandate the Elaka department to convene the respective Dorbar within 30 days.
