SHILLONG, March 2: The Khasi Hills Autonomous District Council (KHADC), on Tuesday, passed the full budget for the year 2021-2022 on the last day of the Council’s budget session.
Deputy Chief Executive Member, Gigur Myrthong, had presented a deficit budget of Rs 95,130 for the year 2021-2022 on the first day of the budget session. While the expenditure was projected at Rs 239,14,49,070, the estimated revenue stood at Rs 239,13,53,940.
As per the budget estimate, the Civil Works and Development department got the highest allocation of Rs 175.10 crore.
Other departments having major allocations include Rs 8.38 crore for Forest Administration from both plan and non-plan expenditure and Rs 7.3 crore for Revenue and Finance and Rs 30.34 crore for General Administration, both under non-plan expenditure.
Deputy CEM, while presenting the budget, informed that the activities of the Council have been badly affected in view of the COVID-19 pandemic.
According to him, the Executive Committee is hopeful to be able to complete all pending projects with the improvement in the situation.
Myrthong further stated that the central government had sanctioned Rs 40.95 crore from the 15th Finance Commission for the year 2020-2021 which included both tied and untied grants.

Meanwhile, various bills which were passed on the final day of the Budget session include Khasi Hills Autonomous District (Administration of Elaka) (Second Amendment) Bill, 2021, Khasi Hills Autonomous District (Nomination and Election of the Syiem, Deputy Syiem and Electors of Nongstoin Syiemship) (Third Amendment) Bill, 2012 and the Khasi Hills Autonomous District (Establishment, Management and Control of Markets) (Second Amendment) Regulation Bill, 2021.
