KHADC body to meet on land Bill

SHILLONG, April 5: The Select Committee of the KHADC is likely to meet on April 14 to deliberate on the Khasi Hills Autonomous District (Regulation and Administration of Land) Bill, 2021, Council Chief Executive Member Titosstarwell Chyne said on Monday.
The Council’s Executive Committee had decided to refer the Bill to the select panel following a request from the Opposition during the budget session of the Assembly held in March.
“We have not been able to meet due to many reasons. We are likely to meet soon,” Chyne said.
The Opposition had earlier emphasised that the Bill requires further deliberation.
“I am of the view that the words ‘record of rights’ mentioned in the amendment Bill are presumptive in nature. This can be challenged in a court of law. Therefore, there is a neeyd to remove the word ‘record’ and replace it by land title certificate,” Congress MDC from Rambrai-Jyrngam, Bajop Pyngrope, had said.
Independent MDC, PN Syiem, echoed similar views and said the amendment Bill, if passed, would boomerang on the Council.
He further said using “land record” would mean that the Council will no longer have autonomy and be required to submit land records to the Directorate of Land Record and Survey.
