SHILLONG, April 22: Haryana-based M/s Dhariwal Buildtech Ltd will construct the Dwar Ksuid bridge on the Shillong Bypass.
The National Highways Authority of India (NHAI) has issued the Letter of Acceptance (LoA) to the firm on April 8.
In the LoA, NHAI General Manager (T), KK Arora wrote: “This is to notify you that your bid on February 26, 2022 for execution of the project at your quoted bid price amounting to Rs 9,74,40,000 has been determined to be the lowest evaluated bid and is substantially responsive and has been accepted.”
The firm has been requested to furnish performance security of Rs 29,23,200 as according to Clause 2.21 of the RFP within 30 days from the day of receipt of the LoA.
“In case of delay in submission of performance security and additional performance security, if any, you may seek extension of time for a period not exceeding 60 days in accordance with Clause 2.21 of RFP,” the NHAI General Manager had written.
He further wrote that in case of failure of submission of performance security, additional performance security (if any) and security against damages (if any) within the additional 60 days, then the award shall be deemed to be cancelled and bidder will be suspended for participation in the tendering process for the works of MoRTH/NHAI/NHIDCL and works under other Centrally-sponsored schemes for one year.
Earlier, the NHAI had told the High Court of Meghalaya that the contractor would be given a year’s time to complete the construction of the new 270-metre bridge.
As part of the proposal, the bridge will be constructed in the same alignment of the damaged bridge.
“A pre-stressed girder bridge will be constructed and the span of it will be 75 metre like the old bridge,” Arora said.
The superstructure of the old bridge would be removed while the sub-structure will remain the same.
The superstructure will be the portion of the bridge that supports the deck and connects one substructure element to another, while the substructure is the portion of the bridge that supports the superstructure and distributes all bridge loads to below-ground bridge footings.
Replying to a query, Arora said the project will be supervised by the NHAI since the Shillong Bypass is still under a concession period of 12 years.
After the Dwar Ksuid Bridge was damaged, Deputy Chief Minister, Prestone Tynsong had last year inaugurated the 230-feet bailey bridge along the Shillong Bypass at Dwar Ksuid in Ri-Bhoi.
However, questions were raised after it suffered some damages in the absence of any regulation for overloaded trucks. The bridge, taken up under Special Accelerated Road Development Programme for North Eastern Region (SARDP-NE), can support a vehicle with a load under 40 metric tonne.
Former Transport Minister, Sniawbhalang Dhar had rejected that overloaded vehicles damaged the bailey bridge. Dhar claimed the damage was due to the use of poor quality planks.
