Shillong, FEB 14: Congress party has submitted a complaint against the abuse of office by Meghalaya State Women Commission (MSWC) Chairperson Ms. Phidalia Toi , for participating in the election rally of Jowai NPP candidate Wailadmiki Shylla.

In 1971 Yashpal Kapur, Officer on Special Duty, a gazetted officer of the Government of India, was appointed election agent of the appellant . He was in the Prime Minister Mrs. Indira Gandhi’s Secretariat . He resigned on 13th January 1971 January and his resignation was accepted with effect from January 14, 1971. A notification was issued by the Prime Minister’s Secretariat in that connection on January 25, 1971. The High Court, however, held that Gandhi had held herself out as a candidate for the election from December 29, 1970. The High court concluded that this was a violation of Section 123(7) of the RP ACT which led to the disqualification of Mrs. Gandhis candidature.

The precedence above demonstrates that the Candidature of Wailadmiki Shylla needs to be disqualified as Ms. Phidalia Toi has abused her office by campaigning for Mr. Wailadmiki Shylla.

The delegation also made a complaint on the defacing of the Shillong city by the posters , of Prime Minister Narendra Modi , Home Minister Amit Shah and BJP President J.P.Nadda .

The CEO Mr.Frederik .K has acknowledged the fact and taken cognizance of the matter and on due process of investigation , appropriate action will be taken on both the matters .

AICC senior observers Shri Benny Bahnan, MP , Shri . Jesudas Seelam , Former MOS. Finance , Ms.Joplin Scott Shylla , President Mahila Congress , Bobbeeta Sharma and Adv Mathew Antony lead the delegation.
