Govt lifts ban on recruitment, ads

SHILLONG, June 16: After the roster system imbroglio rendered government recruitment advertisements banned, the ban on recruitment process and issuance of advertisements has now been lifted by the state government.
“All recruitments/advertisements to various posts, which were earlier kept in abeyance in the state, may resume with strict compliance and adherence to the new amended office memorandum on reservation roster,” the government said in a notification.
The state government also issued a new office memorandum which will replace the old one.
The office memorandum, issued on June 14, stated that the reservation of posts for ST/SC will be as per the resolution of January 12, 1972.
Mentioning the principles to be followed, it said that the reservation roster will be maintained for all direct recruitment posts only at the entry level.
The reservation roster will not be applicable to vacancies filled by transfer, deputation or promotion. Temporary appointment of less than 45 days of duration, purely temporary establishments and monthly-rated staff and contractual appointments will not be considered under the roster system.
Posts where reservation for Persons with Disabilities (PWDs) is not applicable, a 100 points reservation roster is to be maintained with sanctioned posts concerned for each category of post.

According to the new office memorandum, immediately after an appointment is made, the administrative department, heads of departments, or district heads, will have to enter the details of the person appointed in the reservation roster in the appropriate column and the entry will have to be signed by the appointing authority or by an authorised officer.
“The reservation roster register shall be maintained in the form of a running account year after year. After every recruitment cycle, an account shall be noted in the reservation roster indicating representation of Khasi and Jaintia, Garo, Other STs and SCs,” it said.
Further, the Personnel and AR (B) department has been announced as the authority to approve the reservation roster maintained by all departments with sanctioned posts. “All departments with sanctioned posts are to immediately ensure that the reservation roster is filled up for all categories of posts that have been filled up together with the cadre strength,” the notification added.
