Garos from outside made ineligible for jobs in state

SHILLONG, June 27: The state cabinet on Tuesday amended the office memorandum of the Personnel Department on the Reservation Policy and Reservation Roster and also modified a portion of the 1974 memo making Garos from outside the state ineligible for jobs in Meghalaya.
“We have a new cabinet memo regarding the implementation of the roster in the state after omitting certain errors in the 1972 memorandum relating to vacancies for the scheduled tribes and scheduled castes with the notifications that say the number of vacancies would be filled according to roster points,” government spokesperson Ampareen Lyngdoh said.
Post-amendment, the 1972 office memo with regard to vacancies for STs and SCs stating that the number of vacancies advertised for “protected” communities has to be nine or less, would not arise anymore as the roster point in reservation would be followed. This means that the vacancies advertised would henceforth be according to the roster point and not on the number of posts to be filled up.
The cabinet also modified the 1974 office memo with regard to the vacancies reserved for the Garo people. Henceforth, the vacancies for the Garos would be filled up by candidates from the community residing within the State.
The earlier office memo allowed the Garos from outside the state to fill the vacancies.
“The office memo will be set aside as it is being observed that most of the vacancies reserved for the Garos have been and are being filled by qualified candidates of the community from within the state. We have deleted the portion that allowed Garos living outside Meghalaya to apply for jobs in our state,” Lyngdoh said. She also said that a third office memo of 2020 on the reservation roster for persons with disabilities has also been amended. The reservation for this category of applicants has been fixed according to the definite point in the reservation roster.
Lyngdoh further said that a new provision has been added to the office memo on the Reservation Policy for candidates applying for vacancies at the district level, mandating application through the District Selection Committee (DSC) in the local language of the district.
The cabinet also passed a proposal for the amendment of the Meghalaya District Court Ministerial Service, 2020.
Henceforth, the district courts would be authorised to omit and delete rule no 33 (pertaining to recruitment) and the DSC rules would also apply to non-transferrable jobs in the district courts.
The cabinet also amended Schedule IV of the Meghalaya Delegation of Finance Power Rules, 2006, which will ensure financial powers to the DGP/IGP/DIGP/SP under different categories.
