No quorum, KHADC adjourned

SHILLONG, Dec 21: Due to the lack of quorum in the Khasi Hills Autonomous District Council (KHADC), the House was adjourned for the day on Thursday by the Council’s Deputy Chairman Charles Marngar.
As per the rules of conduct of business, the quorum to constitute a meeting of the Council is one-third of the total number of members of the Council.
“If at any anytime during a meeting of the district council, there is no quorum, it shall be the duty of the Chairman or person acting as such, either to adjourn or suspend the meeting until there is a quorum,” the rule stated.
There were only eight members who were present in the House when senior UDP MDC Teinwell Dkhar was on his feet moving a resolution on the need to preserve and promote traditional music, dance and costume.
Marngar had adjourned the sitting of the House around 3.45 pm when there was around 15 minutes left for the day’s sitting.
The MDCs from the ruling side were present in the House include Chief Executive Member Pyniaid Sing Syiem and three Executive Members (EMs) Teibor Pathaw, Fantin J Lakadong and Victor Ranee.
The MDCs from the Opposition bench who were present were Martle N Mukhim, Jambor War and Balajied Ranee.
