CEM announces fund assistance shift for urban constituencies

SHILLONG, July 10: In a move that could address the funding gap, KHADC Chief Executive Member (CEM) Pyniaid Sing Syiem on Wednesday announced that certain urban constituencies, which previously did not receive schemes under the Rural Local Bodies (RLBs) via the 15th Finance Commission, will now receive financial assistance from the Urban Local Bodies (ULBs).
This shift will ensure urban constituencies receive necessary financial support for development projects.
Responding to a question raised by Laban-Mawprem MLA Mitchell Wankhar during the Question Hour on the first day of the Council’s Summer Session, Syiem emphasised that the KHADC will advocate for implementing funds sanctioned through ULBs, considering that areas under the urban constituencies fall within scheduled areas.
Constituencies such as Mawkhar-Pynthorumkhrah, Laitumkhrah-Malki, and Jaiaw have been unable to avail funds from the Ministry of Tribal Affairs and the Ministry of Panchayati Raj. The main issue is the e-Gram Swaraj portal, which only accepts proposals from areas under the Gram Panchayats or Community and Rural Development Block, thereby excluding urban constituencies.
