South Shillong panel submits suggestions with EWS quota

RESERVATION POLICY REVIEW

SHILLONG, July 15: Amidst the row over reservation policy, the South Shillong Advisory Committee has suggested that there should be 30% quota for Khasi-Jaintia community, 30% for Garo community, 27% for economically weaker section (EWS), 6% combined reservation for other ST, SC and OBC communities (3% for other ST and 3% for SC and OBC) and 7% for unreserved category.
The Committee, which is headed by local BJP MLA Sanbor Shullai, made the suggestions in its representation which was submitted to the Expert Committee on Reservation Policy on Monday.
According to the Committee, out of the 27% reservation for EWS category, 87% will be reserved for the EWS of Khasi, Jaintia and Garo category, and remaining 6% for other ST, SC and OBC communities and 7% for unreserved category. The Committee said this will benefit the poor and those from rural areas.
The EWS includes BPL families. It will cover the children of drivers, hawkers, domestic workers, daily wage earners and contractual employees, Asha, Anganwadi workers, farmers and labourers.
Government employees have been excluded from EWS category.
The Committee also suggested the inclusion of all genuine non-tribals in the OBC category. It said those qualifying for SC should be included in the SC category. Further, it suggested 3% reservation for OBC and SC and 3% for other ST communities.
The Committee suggested that in the absence of any interested candidates belonging to other ST, SC, OBC and unreserved categories in any respective district, the same shall be filled by EWS of the Khasi-Jaintia category in all Khasi and Jaintia Hills (including Ri-Bhoi district) and Garo in case of Garo Hills for district-level posts or sub-divisional posts.
