SHILLONG, Dec 19: The Khasi Hills Autonomous District Council (KHADC) on Thursday unanimously approved the Khasi Hills Autonomous District (Constitution of District Council) (Amendment) Rules, 2024, to reattach 21 villages under three polling stations—Misei, Langdongdai, and Mawsmai—back to the Mawshynrut constituency.
These villages, which account for over 2,500 votes, were moved to Rambrai-Jyrngam constituency during a previous delimitation exercise by the KHADC.
The amendment was introduced following protests and dissatisfaction from residents of the affected villages, prompting the Executive Committee to address their grievances through legislative changes.
During the day, KHADC Chief Executive Member (CEM) Pyniaid Sing Syiem confirmed that the amendment will now be sent to the Governor for approval.
During the first day of its winter session, the council also passed several other key legislations, including rules for the establishment and management of markets, and bills related to the appointment and succession of traditional leaders such as Sirdars, Matabors and Syiems.
These included the Khasi Hills District (Establishment, Management, and Control of Markets) Rules, 2024; the Khasi Hills District (Appointment and Succession of the Sirdar and Matabor and Administration of Sohbar Sirdarship) Bill, 2024; the Khasi Hills Autonomous District (Nomination, Election, and Appointment of the Syiem, Basan, and Sordar Shnong and Administration of Mawiang Syiemship) Bill, 2024; the Khasi Hills District (Appointment and Succession of the Sirdar and Matabor and Administration of Nongjri Sirdarship) Bill, 2024; and the Khasi Hills District (Nomination, Election, and Appointment of the Syiem, Deputy Syiem, Lyngdoh, Myntri and Sordar Shnong and Administration of Nobosohphoh Syiemship) Bill, 2024.

The KHADC paid rich tributes to three former members of the district council (MDCs), namely Latiplang Kharkongor, Hadrian Lyngdoh and DP Iangjuh during the first day of its winter session.
While Kharkongor represented the Nongthymmai constituency, Lyngdoh and Iangjuh represented Mawkyrwat and Mawsynram constituencies respectively.
Participating in the obituary reference, KHADC Chief Executive Member (CEM), Pyniaid Sing Syiem, described the passing of the three leaders as a significant loss for the Council.
Reflecting on the contributions of Kharkongor, Syiem noted that he served as Chief Executive Member from November 20, 2019, to February 7, 2020, as an Independent MDC.
He also held various positions, including Member of the Executive Committee and Chairman of Advisory Committees.
“The demise of the three late members of the Council has left a huge vacuum and it has greatly felt upon us,” he remarked, adding that their contributions to their constituencies and the council were invaluable.
Syiem also extended his condolences to the bereaved families.
Opposition Leader Titosstarwell Chyne also participated in the obituary reference, acknowledging the popularity and leadership qualities of the late MDCs.
He described Kharkongor as a dynamic leader deeply committed to the welfare of his constituency.
KHADC forms panel to address CAG report recommendations
The Khasi Hills Autonomous District Council (KHADC) on Thursday constituted a Public Accounts Committee (PAC) to address the recommendations outlined in the Comptroller and Auditor General (CAG) report.
The PAC was formed following a suggestion by Opposition Leader Titosstarwell Chyne, which was supported by other members during the first day of the Council’s winter session.
Announcing the formation of the committee, KHADC Chairman Lamphrang said that the PAC will be chaired by a member from the opposition, as proposed.
The committee members include Bindo Mathew Lanong, Pynshngain N Syiem, Lambor Malngiang, Martle N Mukhim, and Bajop Pyngrope. The Secretary of the Legislative Wing of the Council will serve as the Member Secretary of the PAC.
