SHILLONG, April 5: In a move that is anticipated to not only offer attractive prizes to participants but also significantly contribute to the state’s revenue and employment landscape, Power Minister AT Mondal launched the new “Rich Paper Lottery” scheme in the city on Saturday, promising significant benefits for both participants and the state. During the launch event, Mondol outlined the various prize categories and emphasized the substantial rewards awaiting lottery players.
“People will benefit as there will be a large amount of prize money,” he said. “There will be three series, meaning three first prizes — one for each series. Tickets will be priced at just Rs 10, and each first prize will be worth Rs 80,000, totaling Rs 2.4 lakh across all three series.”
Further explaining the structure, he said, the second prize will be awarded to five numbers in each series, with 15 winners receiving Rs 4,000 each, while the third prize will be given to eight numbers in each series, with 24 winners receiving Rs 2,000 each.
Fourth prize will be awarded to 24 numbers in each series, totaling 72 winners, each receiving approximately Rs 1,200, and the fifth prize will be spread across 14 series, with 120 winners sharing Rs 80,000.
In total, Rs 96,000 will be distributed through prizes in each draw.
Mondal also highlighted the financial benefits for the government. “The government will earn through GST at a rate of 28% on sales. There will be fixed charges of Rs 10,000 per draw, which must be deposited 15 days in advance. Additionally, 2% of the total profit will go to the government. The scheme also involves a yearly license fee of Rs 4 crore, payable in advance, along with a bank guarantee of approximately Rs 2 crore,” he added.
He noted that the scheme is also expected to generate employment opportunities in the state.
