TURA, Oct 15: The West Garo Hills police department has warned of strict legal action against any individuals or organizations that attempt to enforce or disrupt public order during the two day Non-Cooperation Movement (NCM) being called by combined organizations on October 16 and 17.
A release issued in this regard by West Garo Hills Superintendent of Police, Abraham T Sangma reminded of the High Court judgement of 2015 which stated ‘that calling for or enforcing any form of bandh, strike, or Non-Cooperation Movement etc. which obstructs the fundamental rights of citizens to move freely and to carry on their lawful duties and business is unconstitutional and illegal’.
The release also cited the West Garo Hills Deputy Commissioner’s promulgation of an order under Section 163 of the BNSS, 2023 prohibiting any form of obstruction, coercion, or disruption of normal movement of the public, vehicles, and functioning of offices, markets, and other establishments etc. for the NCM.
“Accordingly, in light of the above, the West Garo Hills District Police shall ensure adequate deployment of forces across the district to maintain peace and prevent any untoward incidents. All citizens are therefore requested to cooperate with the District Administration and the Police to maintain peace, harmony, and normalcy in their respective areas. Furthermore, all members of the general public are requested to remain vigilant and to immediately inform the nearest Police Station, Out Post, or Beat House about any attempt by individuals or organizations to enforce the Non Cooperation Movement or to disrupt public order and normal activities,” the order stated.
Meanwhile, the public has been advised to report any suspicious gathering or activity intending to create disturbance, to the Police Control Room (PCR), Tura, at the following mobile numbers: +91 88374 23053, +91 70055 30510, and +91 90891 99064.
Meanwhile, to ensure continuity of government services during the agitation, the Office of the Deputy Commissioner, West Garo Hills, Tura, has announced transport arrangements to pick-up and drop off government employees working in Tura and adjoining areas.
A total of five designated routes have been planned, with buses operating from 9:00 AM onwards, to facilitate smooth attendance of staff in government offices. The route details are as follows:
1. Dakopgre Bus Stand via Araimile, Hawakhana, Dobasipara – Bus No. ML01-2306
2. Nehru Park via Matchakolgre L.P. School Playground, Araimile, Hawakhana to Dobasipara – Bus No. ML01-2320
3. Jangga Wadanang/Cherangre via Chandmary, Ringrey, Bazar and back to Rongkhon Area – Bus No. ML01-2314
4. Darengre via Dobasipara, Tura Bazar, Hawakhana, Araimile and Dakopgre – Bus No. ML01-2312
5. Asanang via Rongkhon, Chitotokak, Chandmary, Ringrey, Bazar, Lower Hawakhana, Araimile and Matchakolgre – Bus No. ML01-2311
The Deputy Commissioner, West Garo Hills, has directed all government employees to utilize the provided transport facilities to ensure attendance and uninterrupted delivery of essential public services. Copies of the order have been circulated to the Superintendent of Police, Additional and Assistant Deputy Commissioners, Heads of Departments, and the Mini Bus Syndicate for coordination and necessary action.
