HC directs KHADC to submit list of all staff within one week

Shillong, Nov 18: The Meghalaya High Court has ordered the Khasi Hills Autonomous District Council (KHADC) to compile a detailed list of all sanctioned posts and employees including casual workers serving in various categories within one week.
The directive was issued by a bench led by Justice Hamarsan Singh Thangkhiew, during the hearing of a petition filed by more than 30 employees.
These employees have challenged the VPP-led Executive Committee for cancelling their regular appointment orders.
At the same time, the Court also observed that it was necessary for the District Council to prepare a complete record of the sanctioned posts and the individuals holding those posts, including employees appointed contrary to the sanctioned structure.
It also emphasised the need for a full list of all District Council employees, particularly casual workers engaged in different roles.
The KHADC has been given one week to prepare and submit the required documents. The case will be heard again on December 1, 2025.
The Court further stated that the interim order staying the cancellation of the regularisation of casual employees shall remain in effect until further orders.
On October 31, the Court had already directed that the same interim protection, which stayed the revocation of regularisation for more than 30 casual employees by the VPP-led Executive Committee, would continue.
The bench is currently hearing over 30 petitions from employees who have challenged the KHADC’s decision. According to the petitioners, the Executive Committee revoked their regularisation orders on May 30, 2025, without issuing notices or giving them an opportunity to be heard.
