Home Guard volunteer held after extortion video goes viral

SHILLONG, Jan 13: East Khasi Hills Police have arrested a Home Guard volunteer attached to the Madanrting Traffic Branch following allegations of extortion and abuse of authority that came to light through a viral video on social media.
According to a press release from the Superintendent of Police, East Khasi Hills, the video—uploaded on YouTube by a user identified as “Karan GoalaExpii” and later widely circulated—was posted on Monday. It allegedly shows the Home Guard volunteer threatening vehicle occupants, using abusive language, and demanding money over an alleged traffic violation.
An internal enquiry identified the individual as Reganson Kharlor (35), a Home Guard volunteer posted at the Madanrting Traffic Branch, who was on clamping duty in the Madanrting sector at the time.
The incident occurred on December 26, 2025, around 9:35 am when a white Maruti Suzuki 800 bearing registration number AS01 F 1460 was proceeding towards Happy Valley.
The car was carrying residents of Cachar district, Assam, who had visited Shillong during the Christmas period.
Police stated that the vehicle allegedly drove past the Home Guard volunteer near Sawlad and nearly hit him. He then chased the car on foot, later took a lift on a passerby’s scooter, and intercepted it at Happy Valley Bazar.
The volunteer allegedly entered the vehicle, threatened the occupants, and initially demanded Rs 1 lakh. The car was subsequently taken towards the Madanrting Taxi Stand, where Rs 15,000 was extorted as a “fine” from two of the occupants after they withdrew the money from a nearby ATM.
A suo motu case has been registered at Madanrting Police Station vide Case No. 08(01)2026 under Sections 308(5), 351(2), and 352 of the Bharatiya Nyaya Sanhita (BNS).
The accused has been arrested, immediately removed from all duties, and will be produced before the competent court as per legal procedure.
Police have contacted the victims, who will appear to record their statements. CCTV footage from relevant locations is also under examination to establish the full sequence of events.
East Khasi Hills Police, including the Shillong Traffic Police, reiterated their zero-tolerance policy towards extortion, abuse of authority, misuse of power, and any form of high-handedness, emphasising their commitment to public service and maintaining law and order.
