Over 1L enumeration forms distributed on Day 1 of SIR

SHILLONG, July 1: The Special Intensive Revision (SIR) of electoral rolls, 2026, has begun in Meghalaya with over one lakh Enumeration Forms distributed on the very first day, covering 5.07% of the total electorate.
Booth Level Officers (BLOs) started house-to-house visits across the state from June 30 to distribute Enumeration Forms and verify electoral details. A total of 3,551 BLOs have been deployed, supported by 60 Electoral Registration Officers (EROs), 166 Assistant Electoral Registration Officers (AEROs), and 410 BLO Supervisors, all of whom have undergone training for the exercise.
Chief Electoral Officer BDR Tiwari said the objective of the SIR is clear: “No eligible citizen is left out, while no ineligible person is included in the Electoral Roll.”
Meghalaya has a total of 23,49,645 electors, with an average of 662 electors per BLO. Among districts, South West Garo Hills recorded the highest coverage at 20.49%, followed by North Garo Hills (10.25%), South Garo Hills (6.67%), and West Garo Hills (6.5%). East Khasi Hills, which has the largest electorate, distributed 28,006 forms — 4.43% of its electors — as on July 1 at 3 PM.
The house-to-house distribution and verification will continue till July 29. During this phase, BLOs will hand over Enumeration Forms in duplicate to each elector. One filled form will be collected back, with acknowledgement given on the second copy. No supporting documents are required at this stage. If a house is locked, the BLO will leave the form and make up to three visits to collect it.
Electors can also fill and submit the form online through the ECINET mobile app (available on Google Play Store and Apple App Store) or via the Voter Services Portal at https://ecinet.eci.gov.in.
For convenience, the legacy Electoral Roll of 2005 from the last SIR has been uploaded on the CEO’s website and district administration portals. Electors whose names appear in the 2005 roll have been advised to note key details — Name, Relative’s Name, State, District, Assembly Constituency Number, Part Number, and Serial Number — before filling the new form. Those who migrated to Meghalaya after 2005 and do not find their names in the legacy roll should search the Voter Services Portal.
In a related development, Tiwari issued a clear warning on dual voters. He said action would be taken against anyone filing Enumeration Forms from more than one place. “No person can be a voter in more than one place,” he stated, noting that some residents along the Assam-Meghalaya border hold EPIC cards of both states.
Electors have been urged to keep the required particulars ready to ensure smooth and accurate completion of the form.
