Govt effects major bureaucratic rejig

SHILLONG, July 25: The state government on Friday carried out a major bureaucratic reshuffle, assigning additional responsibilities to several IAS and MCS officers while relieving others of existing charges as part of an administrative reorganisation across key departments. The changes were notified by the Personnel & AR (A) department through an order issued by the Governor.
Among the significant changes, Additional Chief Secretary Dr Sampath Kumar has been given additional charge of the Home (Political) Department, while Principal Secretary Mebanshailang R. Synrem has been entrusted with the Community & Rural Development Department after being relieved of his responsibilities in the Health & Family Welfare Department.
Commissioner and Secretary Vijay Kumar Mantri has been relieved of his charge as State Mission Director of Samagra Shiksha under the State Education Mission Authority of Meghalaya (SEMAM), while Commissioner and Secretary Cyril VD Diengdoh has been relieved of his responsibilities as Additional Project Director of the ADB-funded Integrated Tourism and Agri Livelihood Project.
Similarly, Commissioner and Secretary Rosetta M. Kurbah has been assigned additional charge of the Home (Political) Department.
Meanwhile, Secretary Ramkumar S. has been entrusted with the Social Welfare, Finance and Forest & Environment Departments in addition to his existing responsibilities.
Secretary Swapnil Tembe has been relieved of the Finance Department portfolio, while Secretary Ramakrishna Chitturi has been relieved of his charge as Chief Executive Officer of the Meghalaya State Rural Livelihood Society (MSRLS).
The reshuffle also affects middle-level officers.
Joint Secretary Jagdish Chelani has been appointed Director of Employment and Craftsmen Training and relieved of his charge as Labour Commissioner.
Joint Secretary Shivansh Awasthi has been given additional responsibilities in the Mining & Geology and Forest & Environment Departments, and as Executive Director of the Meghalaya Basin Management Agency (MBMA).
Joint Secretary Mitali Chandra has been appointed Additional Project Director of the ADB-funded Integrated Tourism and Agri Livelihood Project, Director of the Meghalaya Urban Development Agency, and Mission Director of DAY-NULM. On the other hand, Joint Secretary Richard Yanthan has been relieved of his responsibilities as Director (Corporate Affairs), Meghalaya Energy Corporation Limited (MeECL).
Among the Deputy Secretaries, Saloni Verma has been relieved of her charge as Additional Chief Executive Officer of STEMS, while Richa Kulkarni has been given additional responsibilities as Deputy Secretary in the Education Department, Director of School Education and Literacy, State Mission Director of Samagra Shiksha under SEMAM, and Additional Chief Executive Officer of STEMS. She has, however, been relieved of her charge as Director of Employment and Craftsmen Training.
The notification further appoints Joint Secretary Sainpyniar S. Syiemlieh as Secretary of the Meghalaya Urban Development Authority, while Joint Secretary Iadashisha Majaw has been posted to the Power Department and will also serve as Director (Corporate Affairs) of MeECL and its three subsidiaries. She has been relieved of her charge as Director of Programme Implementation and Evaluation.
Joint Secretary Delis Mary Suja has been appointed Inspector General of Registration and relieved of her charge as Registrar of Societies, while Prafulla Kr. Boro, Chief Executive Officer of the Shillong Municipal Board, has been relieved of his additional charge as Secretary of the Meghalaya Urban Development Authority.
In another key transfer, Banteilang J. Kharshandi, Director of School Education and Literacy, Nodal Officer of CM Connect and Director of PM POSHAN, has been posted as Labour Commissioner and will also function as Joint Secretary in the Labour Department.
He has been relieved of his responsibilities as Director of School Education and Literacy and Director of PM POSHAN. Dr Rezina Ch. Marak has been relieved of her charge as Joint Secretary in the Health & Family Welfare Department, while Rapborlang Kharbihkhiew has been appointed Secretary of the Meghalaya State Information Commission and relieved of his responsibilities in the Urban Affairs Department.
According to the notification, all postings and additional assignments will take effect from the dates the officers assume charge and will remain in force until further orders.
