Headmen of six villages to defy court order, continue issuing NOCs

SHILLONG: HSPDP MDC from Sohryngkham, Pyniaid Sing Syiem, has threatened to move a no-confidence motion against the Executive Committee led by Adelbert Nongrum if it failed to perform “as per the expectations of the people”.
“I will raise a motion in the upcoming session of the Council to question the failure of the EC to strengthen the UK-JHAD (Appointment and Succession of Chiefs and Headman) Act 1959 to empower the Rangbah Shnong in the various Hima within the jurisdiction of the Council,” Syiem said while addressing a public meeting of the Synjuk Ki Nongsynshar comprising of the six villages under Mawryngkneng constituency on Wednesday.
The Sohryngkham MDC has not taken kindly the KHADC CEM’s lack of response to his suggestion on the need to hold a consultation with the various traditional heads following the High Court ruling which had questioned the role of the Rangbah Shnong.
Meanwhile, the Rangbah Shnong of the six villages under the banner of Synjuk Nongsynshar Shnong which includes the Dorbar of the villages of  Mawryngkneng, Kseh Pyndeng, Thangshalai, Puriang, Pommura and Kut have decided to continue to issue NOCs despite the restriction put forward by the High Court ruling.
They also decided to write to the CEM to come up with a legislation to empower the Rangbah Shnong under the Hima Khyrim and also make amendments to the Appointment and Succession of Chiefs and Headman Act 1959.
The Synjuk has also decided that they will meet the Chief Secretary to address the various problems faced by the Dorbars in view of the High Court ruling.
