SHILLONG: Urban and Municipal Affairs Minister Ampareen Lyngdoh on Monday informed the Assembly that the KHADC and the Government will meet again to iron out the differences in the Building Byelaws of both MUDA and KHADC.
During the Question Hour on Monday, the conflicting issues between MUDA and KHADC on the byelaws were raised by Opposition Leader Donkupar Roy (UDP).
In her reply, the Minister recalled the September 17 meeting between a KHADC delegation led by the CEM and the Chief Minister and said that after a healthy discussion it was realized that certain sections of the two byelaws needed to be re-examined as there were some grey areas.
She said that there was a need for an alternate mechanism to be adopted for areas outside the municipality.
To a supplementary question by the UDP legislator, the Minister said that a committee has been set up which will grant occupancy certificates to houses outside the Municipal areas.
When Ardent Basaiawmoit (HSPDP) pointed out the claim of the KHADC that the Meghalaya Town and Country Planning Act, 1973 will not be applicable to autonomous areas unless the Council is taken into confidence, the Minister said that the matter was discussed during the September 17 meeting and documents were presented by the CEM.
“Advisory committees had been formed in 1989, 1991 and 1992 and the consent content will have to be tracked down,” Lyngdoh said.
