Confusion shrouds whereabouts of amended Bill

SHILLONG: There is lack of clarity on the fate and whereabouts of the Bill barring MLAs from holding the post of MDCs as the Bill has been shuffling between Governor V. Shanmuganathan and Advocate General K.S. Kynjing.
A  Raj Bhavan source on Friday said the Bill was forwarded to the advocate general for his comments.
However, when contacted, the advocate general refrained from a giving clear answer on whether the Bill was with him or whether it was under his examination. “You can ask the Law department,” was all he said. Earlier, it was reported that the advocate general had returned the Bill to the Governor with his comments for the latter’s  consideration and assent.
A Law department official, however, said that the Bill was with the advocate general.
The Bill which was to be made operational from October 1 has crossed its deadline. The Bill can be implemented only after the assent of the Governor and the subsequent notification in the official gazette.
But the State Government’s legal experts said that the Bill, even if notified at a later stage, will have retrospective effect from October 1 since this date of commencement was mentioned in the Bill.
Except KHADC CEM Pynshngain N Syiem, six affected MLAs who were also functioning as MDCs, have quit from the KHADC while one legislator has quit his MDC post in the JHADC.
